BM today announced that leading universities across India are using IBM’s technologies to improve the quality of the education process, introduce new curricula and prepare their students for jobs in the future. IBM has played a pivotal role in providing innovative technology solutions to the Indian education sector. Zinnov, a leading advisory firm, recently recognized IBM India as the leader amongst MNC (multinational) Technology Centers that have contributed significantly to the development of the University Ecosystem in India, for the third consecutive year.

The Indian Institute of Technology (IIT) Madras, The Indian Institute of Science Education and Research (IISER), Bhopal, Karunya University – Coimbatore, and the Shiv Nadar University (SNU) have selected IBM High Performance Computing (HPC) solutions, IBM System x iDataPlex servers, IBM PureSystems, IBM Power servers and storage solutions, virtualization equipment and software to aid high end research, refine processes and elevate the IT infrastructure in the universities.

“With education being high on the public agenda, and with students, professors and the society calling out for new ideas and solutions for better and new skills, the agreement between IBM and these leading universities in India, recognizes the increasing relevance of smarter computing as an approach to IT,” says Tobby Kakkamthottil, Midmarket and Inside Sales Leader, IBM India/South Asia. “IBM’s smarter computing approach helps clients address increasingly more sophisticated workloads and applications, efficiently. It enables organizations of any size – from midmarket clients to large enterprises, leading universities or the state administration – to optimize their business processes and gain competitive advantage, spurring growth.”

The education sector in India is at the brink of IT enabled transformation. IBM Research is also working on technologies for intelligent, interactive content, learning content management and delivery, as well as personalized education, which, once mature can plug gaps that result from challenges in reach and scale, engaging content and lack of personalization.

Towards knowledge based economy

Supercomputing can be used for everything from weather forecasting to searching for a cancer cure. With data starting to flow, we are quickly approaching the exascale* barrier. However, today an exascale computer would require approximately 100 MW power – an equivalent to that used by more than 100 000 homes in India, In order to reap the economic and scientific benefits from the super computing, capabilities that offer highest computing capacity per watt, become instrumental. In that space IBM’s Smarter Computing approach to IT becomes increasingly relevant.

Advancing scientific industrial and life sciences research, the Indian Institute of Technology in Madras, the Indian Institute of Science Education and Research in Bhopal (IISER Bhopal) and Shiv Nadar University all turned to HPC (High Performance Computing), implementing the country’s largest supercomputing clusters within the education sector. These three universities are playing an important role in shaping India’s national research agenda.

“In high-energy physics and bio-medical research, for example, simulation has become an integral part of science alongside theory and experimentation. Trial run for years, generating enormous volumes of data to process, and complex modeling that integrates mathematics, physics, chemistry and biology with advanced, high performance computing and engineering.” says Prof. Sunil Kumar, Indian Institute of Technology, Madras. “If universities are to produce highly qualified students in the various branches of science, they need to focus on integrating science education and research with advanced information technologies – i.e. they need to consider adding supercomputing capacity.”

As part of today’s news, IBM is also announcing that Karunya University, one of India’s top engineering universities has selected IBM PureSystems solutions to improve online student services by more effectively processing applications, such as handling online enrolment, exam scheduling, virtual campus management, etc.

Getting ready for new curricula

IBM also offers a wide range of products and solutions that enhances the curriculum of the educational institutes ranging from teaching computer science, information technology, and business and marketing courses. It enables students to develop competitive skills on the latest industry-standard software, systems, and tools. IBM also collaborates with Business Schools across India to help and enable business managers of tomorrow, address the need for skills in Big Data and Analytics. So far, over 10 institutions in India, like Sharda University and Galgotias University, have setup an IBM Business Analytics Lab, where participants are offered a two year full time MBA in Business Analytics in association with IBM.

IBM India also runs ‘Project Praviin’, aimed at bridging the gap between what is taught as part of curriculum in campuses and the real life situations business organizations encounter. Under this project, IBM has trained more than 150,000 students and helped certify more than 90,000 students as well as set up incubation centres across India. Today, there are over 150 IBM Software Centers of Excellence across 100 Indian cities through Project Praviin backed by industry-ready curriculum, professional certification and incubation programs.

As a part of proactive programmes to connect with the youth, the IAF flagged off a Student Interaction Drive, named ‘Guardians of the Sky’ today at Air Force Station New Delhi. The Drive is aimed to closely interact with students in seven cities across Central and Western India so as to create awareness about the IAF in general and career opportunities in the officers’ cadre in particular.

Selected young IAF officers in customised Gypsies, along with support staff, was ‘flagged off’ by Air Marshal PR Sharma AVSM, Air Officer-in-charge Personnel. The team would cover six cities – Gwalior, Indore, Nasik, Mumbai, Pune and Hyderabad, before being ‘flagged in’ at Nagpur on 05 Oct 13, after covering over 3000 kms. Enroute, ‘Guardians of the Sky’ would meet young men and women at nine premier educational institutes in these cities, including the IITs at Mumbai, Hyderabad and Indore. At each location, a multidisciplinary group of IAF officers would be on hand to interact with the students, to provide details on career opportunities in the IAF and to answer queries. A few interesting events are also planned to encourage participation by students.

Guardians of the sky – A student interaction drive by the Indian Air Force

An IAF Adventure team, comprising parasailing instructors, powered hang gliders and a micro light aircraft, forms a part of the Drive. Selected students at each institute would be given a unique opportunity to participate in parasailing at a suitable location in the vicinity, while some others would also get to visit a nearby IAF base and soar to the skies in a microlight aircraft or Powered Hang Glider.

The drive would provide a great opportunity for students to experience glimpses of the adventurous life that IAF offers and of avenues available as an IAF officer. For the IAF, this novel effort is a way of reaching out to the youth by offering opportunities in aero sports at their doorstep; to make them more ‘air minded’ and aware of the uniqueness of ‘Brand IAF’.

Ind-Ra had outlined in its 2013 Outlook: Indian Education Sector Report that allowing FUs to open campuses on a standalone basis will be a key element for revising the Outlook on the education sector to positive. However, the agency would monitor the impact and developments in this space before taking any action.

Ind-Ra expects competition to intensify, albeit not in the short term. Nearly 0.2 million students travel abroad annually to benefit from foreign education. These students could be a potential target group for FUs. Some students preferring top Indian institutes may also opt for FUs’ courses depending on brand, course fee and other incentives.

Ind-Ra believes that the government of India (GoI), to counter the current account deficit, has allowed FUs entry into India in line with similar measures in other sectors to open foreign direct investment floodgates. Instead of passing the Foreign Education Providers’ Bill 2010 in the Parliament, GoI took an alternate arrow from the quiver – through the powers bestowed on University Grants Commission Act – to allow FUs into India.

Ind-Ra believes that proposed stipulations for FUs to set up shop in India will not only let pre-eminent universities to enter but also instil confidence to stakeholders about their quality. The proposed rules stipulate that FUs with minimum 20 years of operational track record and international or local accreditation will only be eligible for operations in India. FUs should also figure in the list of top 400 universities of the world compiled by Times Higher Education, Quacquarelli Symonds or the Academic Ranking of World Universities by Shanghai Jiao Tong University.

The existing norms allow the creation of educational institutes only as ‘not-for-profit’ entities. The FU proposal retains this clause and permits FUs to operate under the Section 25 of Companies Act, thereby prohibiting profits repatriation. This may dampen some FUs from opening campuses.

FUs could encounter infrastructural challenges particularly land at economical rates and at strategic locations. However, other factors like large market, demographic advantage and low cost of providing other facilities will be lucrative.

Ind-Ra believes that various conditions set out in the proposal will not deter FUs from opening a campus. Many FUs may find India an attractive destination due to strong market potential. FUs will have to invest minimum INR250m before setting up a campus as against the earlier proposal of INR 500m. The degrees conferred by FUs will be foreign degrees and students are required to obtain an equivalence certificate from Association of Indian Universities.

Communist Party of India (CPI M) has object to certain text in Distance Learning module on ‘Values in Administration’ created by the Department of Personnel and Training (DOPT), Government of India. (Download :Values in Administration) “Though the document’s objective is to teach through distance learning the supervisory staff of the Government, it makes no effort to base the values of the administration on the Indian Constitution and constitutional values such as equality, fundamental rights, equity,” wrote Sitaram Yechury, Member of CPI(M) Polit Bureau and Member of Parliament in a letter addressed to the Minister for State for Personnel, Public Grievances & Pension, Narayanasami.

Text’s he refereed to was “in the modern era, there has been much degradation in the value system, leading to all round problems” (Section 1.1 Introduction); “We can say that there are uniform (Universal) values inbuilt in each one of us. They flow out of the highest of our own self, our ultimate holistic potential. ” (Section 1.3 Values); and Values for administration based on Sattwik, Rajo and Tamoshik Guna – Guna and Karma Theory (Section 2 and 3).

“The module shows a shocking bias. There are disparaging remarks on Sikhism and Islam which in any case are not relevant to the subject matter – what constitutes values in administration. Neither is there any mention made of the Constitution of India, the various guarantees given under it to the Indian people and what it enjoins on the government personnel.’

“The text also denigrates various political parties and identifies itself with the values intrinsic to erstwhile princely rulers of states. In the case of Kerala, it makes the astounding claim that all advances in Kerala have taken place due to the enlightened rule of the former Maharaja of Travancore and makes disparaging remarks about the Communists and the Communist government in Kerala(Section 3.9)!

“Values in administration cannot be derived from some so-called inner universal values based on a Hindu outlook but the values that have been enshrined in the Indian Constitution. Any document developed for administrative personnel of the government must show how the values in the Indian Constitution must reflect in its practice and to strengthen a secular democratic Republic. Not only does the above volume not fulfill this purpose, it actually harks back to medieval values that have little to do with modern administrative values and could even be harmful to it,” he wrote.

The politician has asked for the module to be removed from the ministry’s website.
